Santa Ana Unified School District insurance requirements for vendors and contractors
If Santa Ana Unified School District has asked you for a certificate before you can work with students, the line that usually stops people is sexual abuse and molestation — and the policy most practitioners already hold cannot carry the limit districts now ask for.
What Santa Ana Unified School District requires
Santa Ana Unified School District, Contractors / Consultants Insurance Requirements · checked 2026-08-26
Santa Ana Unified School District names the independent consultants who must carry it:
- Occupational Therapists
- Physical Therapists
- Speech Therapists
- Language Therapists
- Vision Therapists
- ABA Support Providers (autism spectrum)
- Psychologists
- Independent Educational Evaluation (IEE) Assessors
- After-School Programs
Why the policy you already have probably does not satisfy it
A district asking for abuse and molestation cover is asking for a liability limit. Three things commonly stand in for it and none of them work: a defense-costs-only provision on an individual professional liability policy, a $25,000 abuse sublimit inside a packaged general liability policy, and an umbrella bought on the assumption it lifts every underlying limit. On a CPH entity policy the cover is real and caps at $1,000,000 per occurrence and $1,000,000 aggregate — already short of a $1M/$2M ask.

Questions
Does Santa Ana Unified School District require abuse and molestation insurance?
We have not read Santa Ana Unified School District's own published requirement, so we will not state a figure for them. Across California, districts ask between $1,000,000 per occurrence with a $2,000,000 aggregate and $3,000,000 with $6,000,000 — Irvine Unified is at the lower end, Azusa Unified and Lawndale Elementary at the higher. Send us the packet Santa Ana Unified School District gave you and we will tell you exactly what it needs.
My professional liability is through an association program. Is that enough?
Usually not for this line specifically. On an individual program form, sexual misconduct is frequently defense costs only — a district asking for a $1,000,000 liability limit is asking for indemnity, which is a different thing. On a CPH entity policy the coverage exists and stops at $1,000,000 per occurrence and $1,000,000 aggregate, so even a $1M/$2M requirement is already beyond it. Check the aggregate as well as the per-occurrence figure; the aggregate is the one that fails first.
Can I just add an umbrella to reach the limit?
Not reliably. An umbrella only lifts a limit it actually covers, and a number of excess policies specifically exclude abuse and molestation — you would buy a larger certificate and the same real protection. A monoline abuse and molestation policy keeps its limit separate from general liability and umbrella, so defense costs and indemnity are not competing with every other claim on the policy.
What does it cost?
A stand-alone abuse and molestation policy typically runs $3,000 to $5,000 a year, because the monoline market is surplus lines and carries minimum premiums, taxes and fees. A package that includes general liability, professional liability and the same limit frequently costs less than the stand-alone policy on its own, which is why we quote both rather than assuming.
