What Los Angeles requires

Commercial property in the Los Angeles foothills has become materially harder to place since the January 2025 fires, with non-renewals reaching businesses that never filed a claim, because the decision is made on wildfire mapping rather than on loss history.

The California FAIR Plan is the market of last resort for property that no admitted carrier will write, it covers fire rather than a full commercial package, and the rest of the program has to be built around it with a separate liability policy and usually a difference in conditions policy.

California requires workers compensation from the first employee, with no size threshold and no election to opt out, and the obligation reaches part-time and household staff.

A California surplus lines placement requires the insured to sign a state disclosure acknowledging the carrier is not admitted and the policy is not protected by the state guaranty fund, which is a state form rather than anything the agency chose to put in front of you.

Contracts, landlords and licensing bodies converge on the same numbers regardless of city, which are $1M per occurrence and $2M aggregate on general liability, and $1M combined single limit on commercial auto.

Coverage

Four lines. Each one closes a specific hole.

General liability

Third-party injury and property damage, at the $1M/$2M nearly every contract, lease and license names by default.

Without it — Most contracts cannot be signed and most commercial leases cannot start.

Workers compensation

Required at a state-set employee threshold that ranges from the first hire to the fifth, and in four states it can only be bought from the state itself.

Without it — State penalties per employee per day in most states, and personal exposure to injury suits.

Commercial auto

Vehicles owned by the business at the $1M combined single limit certificates are checked against.

Without it — A personal auto policy that excludes business use, which is discovered at claim time.

Professional liability

The work itself going wrong (advice, treatment, a design), which general liability excludes by design.

Without it — The most common claim in service businesses lands entirely on the business.

Questions

My carrier non-renewed my building and I have never had a claim. Why?

Because the decision was almost certainly not about you. Carriers manage wildfire by limiting how much they write inside mapped hazard areas, and when they reduce that exposure the letters go out by map rather than by loss history. A clean twenty year record does not exempt a building on the wrong side of a line. What matters now is the order you do things in, because the FAIR Plan is a fire policy rather than a package, and going there without replacing the liability and the other perils leaves you underinsured in a way that reads as covered.

What non-admitted coverage actually costs you

Do you actually know Los Angeles, or is this a landing page?

Los Angeles is where the agency is based and where the owner has worked for fifteen years, in South Pasadena, with the Eaton and Palisades fires reaching people we know rather than reaching a news feed. That is worth exactly as much as the specific advice it produces, so judge it on the specifics. We can tell you what the foothill market is doing this month, which carriers are still writing above the mapped line, and what a FAIR Plan wrap actually costs, because we are placing them.

Who we are

Do you handle film and entertainment production?

Yes, and it is one of the deepest parts of the book rather than a line on a services list. Production, loan outs, rigging, touring, festivals and live events each place differently, and the owner spent a career in the industry before this one, which is the reason the questions on a submission are the right ones. Certificates for a studio or a location are usually the urgent part and are handled the same day where we can.

Request a certificate

Is workers compensation required in Los Angeles?

Yes, from your first employee, with no size threshold and no way to elect out. California is the opposite of Texas on this point, and the obligation reaches part-time staff and some household employment. The place people get caught is classifying a worker as a contractor who an auditor later decides was an employee, because the audit assesses the payroll regardless of what the invoice said.

How a premium audit works

What does business insurance cost in Los Angeles?

It prices off operations, payroll and revenue rather than off the city, with one Los Angeles specific caveat. If you own or lease property in a mapped wildfire area, the property line can cost more than everything else on the program combined and is the number to settle first. For a business without that exposure, a small office policy still starts near $500 a year for general liability.

I own several companies that share staff. One policy or several?

One structure, and it is usually several policies inside it, each naming every entity it has to answer for. The mistake is not the number of policies, it is an employee working for a subsidiary that no policy names. We set this up for a Georgia holding company with six operating subsidiaries and a shared workforce, and the gaps we found were in the places the owners had not thought of as insurable businesses at all, a technology services arm with no errors and omissions and a party planning arm with no event liability. Start with a list of every entity, what each one does, and which people work for more than one.

Technology errors and omissions insurance

Does business insurance change from state to state?

The policies look alike; the rules underneath do not. Each state has its own regulator, its own workers comp threshold and rating bureau, its own surplus-lines rules, and its own quirks: percentage windstorm deductibles in Florida, the FAIR Plan in California, monopolistic workers comp in Ohio, Washington, North Dakota and Wyoming. The state pages below carry those specifics with sources.

Are you licensed in my state?

Yes. Boring Insurance Agency is licensed in all 50 states and the District of Columbia. Every state page names the regulator where you can verify that.

Do state minimum insurance requirements apply to my business?

Mostly no, and relying on them is the classic mistake. State minimum auto limits are written for personal cars; commercial contracts check certificates against $1M. Workers comp is the exception. Its threshold is genuinely state law, and it is on each state page with the statute.
