What Long Beach requires

Drayage carriers pulling containers under the Uniform Intermodal Interchange and Facilities Access Agreement have to meet the insurance requirements that agreement sets, and the equipment providers verify it before a container moves.

Pulling a chassis or a trailer that belongs to somebody else needs trailer interchange coverage, which is a separate coverage from the physical damage policy on your own tractor and is the gap most new drayage operations discover at a claim.

Work on or over navigable water, and work loading or unloading vessels, falls under federal longshore and harbor workers compensation rather than the state system, and a standard state workers compensation policy does not respond to it without a specific endorsement.

California requires workers compensation from the first employee, with no size threshold and no election to opt out, and the obligation reaches part-time and household staff.

Contracts, landlords and licensing bodies converge on the same numbers regardless of city, which are $1M per occurrence and $2M aggregate on general liability, and $1M combined single limit on commercial auto.

Limits

What to carry, and why that number.

Primary auto liability$1M CSL
Trailer interchange$25k to $50k typical
Covers the chassis or container you are pulling and do not own. The equipment provider agreement usually names the figure.
Longshore endorsementWhere the work touches the water
Federal longshore benefits are not payable under a plain state workers compensation policy, and the exposure is decided by the work rather than by the job title.
General liability$1M / $2M

Coverage

Four lines. Each one closes a specific hole.

General liability

Third-party injury and property damage, at the $1M/$2M nearly every contract, lease and license names by default.

Without it — Most contracts cannot be signed and most commercial leases cannot start.

Workers compensation

Required at a state-set employee threshold that ranges from the first hire to the fifth, and in four states it can only be bought from the state itself.

Without it — State penalties per employee per day in most states, and personal exposure to injury suits.

Commercial auto

Vehicles owned by the business at the $1M combined single limit certificates are checked against.

Without it — A personal auto policy that excludes business use, which is discovered at claim time.

Professional liability

The work itself going wrong (advice, treatment, a design), which general liability excludes by design.

Without it — The most common claim in service businesses lands entirely on the business.

Questions

What insurance do I need to pull containers out of the port?

More than a standard trucking policy, and the requirements come from the interchange agreement rather than from the state. Primary auto liability at the federal minimum is the starting point, and on top of it the equipment providers want trailer interchange or physical damage on the chassis and container you are pulling, because that equipment is theirs. Getting the interchange piece wrong is the most common reason a new drayage operation is turned away at the gate with a policy it believed was complete.

My driver was hurt on the dock and the claim was questioned. Why?

Probably because the work touched the water. Injuries to workers loading or unloading vessels, or working on or over navigable water, fall under the federal longshore scheme rather than under California workers compensation, and a plain state policy does not respond without a specific endorsement. The exposure is decided by what the person was doing rather than by their job title, which is why an operation that only occasionally sends people onto a dock is the one most likely to be uncovered for it.

Is Long Beach different from ordinary Los Angeles commercial?

For anything touching the port, yes, and materially. The requirements are set by terminal and interchange agreements rather than by a landlord, the equipment you are responsible for is mostly not yours, and part of the workforce may sit under a federal compensation scheme instead of the state one. For a restaurant or an office in Long Beach none of that applies and the Los Angeles page is the better read.

What does business insurance cost in Long Beach?

For a drayage operation the auto line dominates and the number turns on your safety scores, your driver file and how many power units you run, so a figure without loss runs is a guess. For a shop or an office away from the port the range starts near $500 a year for general liability alone.

How to get your loss runs

I own several companies that share staff. One policy or several?

One structure, and it is usually several policies inside it, each naming every entity it has to answer for. The mistake is not the number of policies, it is an employee working for a subsidiary that no policy names. We set this up for a Georgia holding company with six operating subsidiaries and a shared workforce, and the gaps we found were in the places the owners had not thought of as insurable businesses at all, a technology services arm with no errors and omissions and a party planning arm with no event liability. Start with a list of every entity, what each one does, and which people work for more than one.

Does business insurance change from state to state?

The policies look alike; the rules underneath do not. Each state has its own regulator, its own workers comp threshold and rating bureau, its own surplus-lines rules, and its own quirks: percentage windstorm deductibles in Florida, the FAIR Plan in California, monopolistic workers comp in Ohio, Washington, North Dakota and Wyoming. The state pages below carry those specifics with sources.

Are you licensed in my state?

Yes. Boring Insurance Agency is licensed in all 50 states and the District of Columbia. Every state page names the regulator where you can verify that.

Do state minimum insurance requirements apply to my business?

Mostly no, and relying on them is the classic mistake. State minimum auto limits are written for personal cars; commercial contracts check certificates against $1M. Workers comp is the exception. Its threshold is genuinely state law, and it is on each state page with the statute.
