Business insurance in Pasadena, after the fire changed the property market.
Actual cash value on a foothill building leaves a gap that only appears after a total loss, which is the worst possible moment to find it. We set the coverage up and produce the certificate — usually the same day.

What Pasadena requires
Commercial property along the San Gabriel foothills has become materially harder to place since the January 2025 Eaton fire, and non-renewals have reached businesses with no claim history, because the decision is made on wildfire mapping rather than on loss experience.

The California FAIR Plan is the market of last resort for property no admitted carrier will write, it covers fire rather than a full commercial package, and the rest of the program has to be assembled around it with separate liability and usually a difference in conditions policy.

Rebuilding after a total loss frequently costs more than the policy limit because current building codes apply to the replacement rather than the codes the original was built to, and ordinance or law coverage is the part of the policy that pays that difference.

California requires workers compensation from the first employee, with no size threshold and no election to opt out, and the obligation reaches part-time and household staff.

Contracts, landlords and licensing bodies converge on the same numbers regardless of city, which are $1M per occurrence and $2M aggregate on general liability, and $1M combined single limit on commercial auto.

Limits
What to carry, and why that number.
- PropertyReplacement cost
- Ordinance or lawAdd it deliberately
- A rebuild has to meet current code, and the difference between that and the original construction is not covered by the building limit alone.
- Business interruption12 months minimum
- Rebuilding in a fire affected area takes longer than anybody plans for, and a shorter indemnity period stops paying while you are still closed.
- General liability$1M / $2M
- What a Pasadena lease and almost every contract name by default.
Coverage
Four lines. Each one closes a specific hole.
General liability
Third-party injury and property damage, at the $1M/$2M nearly every contract, lease and license names by default.
Without it — Most contracts cannot be signed and most commercial leases cannot start.
Workers compensation
Required at a state-set employee threshold that ranges from the first hire to the fifth, and in four states it can only be bought from the state itself.
Without it — State penalties per employee per day in most states, and personal exposure to injury suits.
Commercial auto
Vehicles owned by the business at the $1M combined single limit certificates are checked against.
Without it — A personal auto policy that excludes business use, which is discovered at claim time.
Professional liability
The work itself going wrong (advice, treatment, a design), which general liability excludes by design.
Without it — The most common claim in service businesses lands entirely on the business.

Questions
My building was non-renewed and I have never had a claim. Why?
Because the decision was not about you. Carriers manage wildfire exposure by limiting how much they write inside mapped hazard areas, and when they pull back the letters go out by map rather than by loss history. A clean twenty year record does not exempt a building on the wrong side of a line. What matters now is the sequence, because the FAIR Plan is a fire policy rather than a package, and moving there without replacing the liability and the other perils leaves you badly underinsured while appearing to be covered.
Is my limit enough to actually rebuild?
Frequently not, and there are two separate reasons. The building limit may have been set years ago and never revisited against construction costs, which have moved a long way. Beyond that, a rebuild has to satisfy current code rather than the code the original was built to, and the difference is paid by ordinance or law coverage rather than by the building limit. Check both numbers now rather than discovering them together.
Do you actually know this area?
The owner has worked in Los Angeles for fifteen years and lives in South Pasadena, and the Eaton fire reached people we know rather than reaching a news feed. What that is worth is the specific advice it produces, so judge it on that. We can say what the foothill market is doing this month, which carriers are still writing above the mapped line and what a FAIR Plan wrap actually costs, because we are placing them now.
What does business insurance cost in Pasadena?
If you own or lease property in a mapped wildfire area, the property line can cost more than everything else on the program combined and is the number to settle first. For a business without that exposure the ordinary ranges apply, and a small office policy still starts near $500 a year for general liability alone.
I own several companies that share staff. One policy or several?
One structure, and it is usually several policies inside it, each naming every entity it has to answer for. The mistake is not the number of policies, it is an employee working for a subsidiary that no policy names. We set this up for a Georgia holding company with six operating subsidiaries and a shared workforce, and the gaps we found were in the places the owners had not thought of as insurable businesses at all, a technology services arm with no errors and omissions and a party planning arm with no event liability. Start with a list of every entity, what each one does, and which people work for more than one.
Does business insurance change from state to state?
The policies look alike; the rules underneath do not. Each state has its own regulator, its own workers comp threshold and rating bureau, its own surplus-lines rules, and its own quirks: percentage windstorm deductibles in Florida, the FAIR Plan in California, monopolistic workers comp in Ohio, Washington, North Dakota and Wyoming. The state pages below carry those specifics with sources.
Are you licensed in my state?
Yes. Boring Insurance Agency is licensed in all 50 states and the District of Columbia. Every state page names the regulator where you can verify that.
Do state minimum insurance requirements apply to my business?
Mostly no, and relying on them is the classic mistake. State minimum auto limits are written for personal cars; commercial contracts check certificates against $1M. Workers comp is the exception. Its threshold is genuinely state law, and it is on each state page with the statute.
