Does our general liability not cover this?

Partly, unreliably, and often not at all. Many liability forms carry an assault and battery exclusion or a sublimit, and where cover does respond it pays third-party claims rather than the costs the organisation actually faces first — counselling, closure, the security review, the funding of support before any liability is determined. That gap is what this form exists for.

Is this only for large venues?

No, and the buying has shifted. Schools, faith organisations, festivals, clinics, retail and offices all buy it now, and for many of them the trigger was a contract or a board asking whether it existed rather than a specific fear. Limits scale down sensibly for smaller operations.

What does it actually require of us?

Usually evidence that you have thought about it: a written emergency plan, staff training, a relationship with local law enforcement, and controlled access appropriate to the site. None of that is expensive, all of it improves the price, and underwriters treat its absence as the answer to a different question.
