Boring Insurance Agency

Business insurance in San Diego, where the contract usually sets the limits before the carrier does.

The floor rather than the answer here. A prime defense contract or a campus agreement frequently names higher, and the certificate is checked against the contract. We set the coverage up and produce the certificate — usually the same day.

What San Diego requires

Defense subcontracts and university research agreements routinely dictate insurance requirements that exceed anything a business of that size would otherwise buy, so the limits are set by the prime contract rather than by the exposure.

Life sciences and device companies need products liability and often clinical trial coverage well before they have revenue, because the requirement is triggered by the trial protocol or the manufacturing agreement rather than by sales.

California requires workers compensation from the first employee, with no size threshold and no election to opt out, and the obligation reaches part-time and household staff.

A California surplus lines placement requires the insured to sign a state disclosure acknowledging the carrier is not admitted and the policy is not protected by the state guaranty fund, which is common on technology and life sciences risks.

Contracts, landlords and licensing bodies converge on the same numbers regardless of city, which are $1M per occurrence and $2M aggregate on general liability, and $1M combined single limit on commercial auto.

Limits

What to carry, and why that number.

General liability$1M / $2M
Professional liability$1M and up
What research, engineering and consulting agreements require, and it covers the work going wrong, which general liability excludes by design.
Products liabilitySet by the agreement
A manufacturing or distribution agreement names the number, and a device company usually discovers this while trying to sign one.
Workers compensationStatutory, from employee one
California allows no election out, and the experience modification follows the company into every future bid.

Coverage

Four lines. Each one closes a specific hole.

General liability

Third-party injury and property damage, at the $1M/$2M nearly every contract, lease and license names by default.

Without it — Most contracts cannot be signed and most commercial leases cannot start.

Workers compensation

Required at a state-set employee threshold that ranges from the first hire to the fifth, and in four states it can only be bought from the state itself.

Without it — State penalties per employee per day in most states, and personal exposure to injury suits.

Commercial auto

Vehicles owned by the business at the $1M combined single limit certificates are checked against.

Without it — A personal auto policy that excludes business use, which is discovered at claim time.

Professional liability

The work itself going wrong (advice, treatment, a design), which general liability excludes by design.

Without it — The most common claim in service businesses lands entirely on the business.

Questions

My prime contractor wants limits I have never carried. Now what?

Read the insurance exhibit before you negotiate the price, because it is frequently negotiable and almost nobody tries. Large primes issue one standard exhibit to every subcontractor regardless of size, and a firm doing $200,000 of work is handed the same requirement as one doing $20M. Where the limit genuinely cannot move, an umbrella over the underlying policies is usually far cheaper than raising each primary limit, and the additional insured and waiver wording is often the part that actually needs fixing rather than the number.

Reading the paperwork you are asked to sign

We are pre-revenue. Do we really need products liability?

If a contract says so, then yes, and revenue has nothing to do with it. A contract manufacturer, a clinical site or a distributor names insurance as a condition of signing, and the requirement arrives at the moment you want to move rather than at the moment you start selling. Pricing is driven by the product and the trial design rather than by sales, so a pre-revenue company is not automatically cheap and is not automatically expensive either.

Is workers compensation required in San Diego?

Yes, from your first employee, with no threshold and no election out anywhere in California. Two things catch growing companies here. Founders and officers have specific rules about whether they can be excluded, and misclassifying a worker as a contractor does not remove the obligation, because an auditor who disagrees assesses the payroll anyway.

What does business insurance cost in San Diego?

For an office based technology or professional firm, general liability alone often starts near $500 a year, with professional liability priced off revenue and the nature of the work. For anything with a product, a trial or a defense contract behind it the contract requirements dominate the number, which is why the useful first step is sending us the insurance exhibit rather than describing the business.

I own several companies that share staff. One policy or several?

One structure, and it is usually several policies inside it, each naming every entity it has to answer for. The mistake is not the number of policies, it is an employee working for a subsidiary that no policy names. We set this up for a Georgia holding company with six operating subsidiaries and a shared workforce, and the gaps we found were in the places the owners had not thought of as insurable businesses at all, a technology services arm with no errors and omissions and a party planning arm with no event liability. Start with a list of every entity, what each one does, and which people work for more than one.

Does business insurance change from state to state?

The policies look alike; the rules underneath do not. Each state has its own regulator, its own workers comp threshold and rating bureau, its own surplus-lines rules, and its own quirks: percentage windstorm deductibles in Florida, the FAIR Plan in California, monopolistic workers comp in Ohio, Washington, North Dakota and Wyoming. The state pages below carry those specifics with sources.

Are you licensed in my state?

Yes. Boring Insurance Agency is licensed in all 50 states and the District of Columbia. Every state page names the regulator where you can verify that.

Do state minimum insurance requirements apply to my business?

Mostly no, and relying on them is the classic mistake. State minimum auto limits are written for personal cars; commercial contracts check certificates against $1M. Workers comp is the exception. Its threshold is genuinely state law, and it is on each state page with the statute.
