Almost always that the system could not classify you, not that you are uninsurable. Automated quote flows are built to price a defined set of standard classes quickly, and anything outside that set — an unusual operation, a loss, a mixed trade, a limit above the package, a class the carrier does not write — is refused rather than investigated. What this means for you
- PRIOR LOSSES are the most common cause. A model sees the count and the amount; it cannot see that the loss was five years ago, that the crew member responsible has gone, or that you changed the practice that caused it. A human underwriter can, and that is the entire pitch.
- MIXED OPERATIONS are the second. A business that is 70% one trade and 30% another does not fit one class code, and the form makes you choose. Choosing wrong is worse than being declined, because it produces a policy that excludes a third of what you do.
- A NON-RENEWAL on your record will stop most automated flows outright. It is not a barrier to placement — it is a question that needs answering, in writing, with what changed.
- HEIGHT, SUBCONTRACTED LABOUR AND HEAVY EQUIPMENT push many packaged products past their appetite. These are ordinary facts about a real construction business and a normal reason to be outside a self-service product.
- NEW VENTURES with no loss history and no track record are hard for a model and easy for an underwriter who is told what the principals did before.
- Being placed in the excess and surplus market is not a punishment. It is the part of the market that exists to price things the standard market will not, and a great many perfectly sound businesses live there permanently.

- A declination is not a claim and does not sit on a loss history the way a claim does. But you will be asked about prior declinations and non-renewals on future applications, and answering accurately matters — a misstatement on an application is one of the few things that can genuinely cost you coverage at the point of claim. - How many times should I try before giving up on online quotes?
- Two is usually enough to learn what you need to know. If two systems have refused you, a third is unlikely to behave differently, because they are pricing similar classes with similar rules. What changes the outcome is a submission — a description of the operation, a loss history with explanation, and the endorsements your contracts require — presented to markets that read submissions.
- Will I pay a lot more?
- Sometimes, and less often than people fear. The premium follows the exposure rather than the route, so an account declined for classification reasons frequently prices normally once it is classified correctly. Accounts declined for genuine loss history do pay more, and the amount depends heavily on how the history is presented and what changed since. It is worth finding out rather than assuming.
- What should I have ready before I call a broker?
- The things the online form could not use: a plain description of what you actually do and in what proportions, your loss runs for the last three to five years, any contract that specifies insurance requirements, your payroll and vehicle schedule, and the reason you were declined if you were given one. An account presented with those places faster and cheaper than the same account presented in pieces.
