Can my bar or restaurant buy general liability without liquor liability?
You can buy it, but it will not answer a single claim about the alcohol you serve. The standard general liability form excludes injury you are liable for because you caused or contributed to someone’s intoxication, served a minor or an intoxicated person, or broke an alcohol law, whenever your business sells, serves or furnishes alcohol. A bar on general liability alone has insured the wet floor and left the drunk driver uninsured. Thirteen states also make liquor liability a condition of the license, so in those states going without it is not an option.

The detail
The general liability form excludes "Bodily injury" or "property damage" for which any insured may be held liable by reason of causing or contributing to the intoxication of any person, the furnishing of alcoholic beverages to a person under the legal drinking age or under the influence of alcohol, or any statute, ordinance or regulation relating to the sale, gift, distribution or use of alcoholic beverages.

The same exclusion "applies only if you are in the business of manufacturing, distributing, selling, serving or furnishing alcoholic beverages," so a business that never serves alcohol keeps its liquor-related coverage on the general liability policy.

The form says that permitting a person to bring alcoholic beverages on your premises for consumption there, "whether or not a fee is charged or a license is required for such activity, is not by itself considered the business of selling, serving or furnishing alcoholic beverages."

When the named insured is an organization other than a partnership, joint venture or limited liability company, the form makes the organization an insured and its executive officers and directors insureds only with respect to their duties as officers or directors.

Between August and October 2026, five bar and restaurant accounts on our calls asked to buy general liability first and add liquor liability later, including one bar whose liquor quote had come back above $10,000 and one lounge owner who believed the liquor license holder’s policy already covered his business.

One underwriter on those calls would quote a hookah bar only as a package of general liability and liquor liability together, with no stand-alone general liability, at a $20,000 minimum premium.

What this means for you
- If you sell or serve alcohol, buy the two together. Liquor liability is usually an endorsement on the general liability or package policy, priced off the same application, and adding it at the start is cheaper and faster than placing it alone later. Of the 43 food and drink accounts we wrote in 2025 and 2026, two bought liquor liability as a separate policy.
- If somebody else holds the license, ask whose policy names whom. A policy insures the business named on its declarations page. If a landlord, a former owner or a partner holds the license and the policy, your company is not on it unless it is named. Get a copy of the declarations page and the liquor endorsement before you rely on it.
- BYOB is different, but only for the policy. Letting guests bring their own wine is not by itself the business of serving alcohol under the form, so the exclusion does not reach it, even when you charge corkage. Pouring for guests or holding a liquor license changes that, and many states and cities regulate BYOB separately.
- Read the liquor limit and the assault and battery limit on the quote. Both are often lower than the general liability limit. A lease or a license that names a figure is satisfied only if the liquor limit itself reaches it.
Related questions
- My general liability includes host liquor. Is that enough?
No, not for a bar or restaurant that sells drinks. Host liquor coverage answers for a business that is not in the business of selling alcohol, such as a company holiday party. A licensed premises is in that business, so the exclusion applies and the host liquor wording does nothing for it.

- Alcohol is less than 10% of our sales. Do we still need liquor liability?
Yes. The exclusion has no threshold: it applies to any business that sells or serves alcohol. A low alcohol share changes the price, not the need, and a restaurant selling a little beer and wine usually pays far less for liquor liability than a bar.

- Someone else holds the liquor license. Does their insurance cover us?
Only if your company is named on their policy. On our calls this came up with a lounge operating under another holder’s license, and the owner had deferred liquor liability on that assumption. Ask for the declarations page and the liquor endorsement and check that your entity appears on them, or buy your own.
- Can we start with general liability and add liquor liability in a month?
Usually yes, by endorsement, but every claim from the first night until the endorsement takes effect is uncovered, and in a state that requires liquor liability the license will not issue without it. Some underwriters will not write the general liability at all without the liquor, so the cheaper half may not be available alone.
- Can liquor liability be bought on its own?
Yes. A stand-alone liquor liability policy exists for a venue whose general liability carrier will not add it, usually in the surplus lines market. It tends to cost more than the endorsement and the limits are often lower, which is why we try the package first.

Need this handled?
Reading about it and having it handled are different jobs, and the second one is ours. We place the accounts other brokers decline — claims history, a cancellation, an unusual operation, a business nobody wants to underwrite twice — and we will tell you when the policy you already have is the right one. Tell us the situation and a licensed human replies the same business day.
